In 2010, livestock veterinary departments at various levels continued to promote development through reform and to promote innovation in management through development. They worked to lay a solid foundation and boost capacity building. The management of livestock veterinary sector had basically entered a track of institutionalization and standardization. The reform of the veterinary management system produced remarkable results. A livestock veterinary system with institutions at central, provincial, prefectural, county, township and village levels was established.
1) The building of livestock veterinary institutions was enhanced. In 2010, 31 provinces (autonomous regions, municipalities) completed veterinary management system reform at provincial level. Institutions for veterinary administration, animal health supervision and animal disease and epidemic prevention and control were established at provincial, prefectural and county levels. Institutions for animal disease and epidemic prevention and control at township or regional levels were improved and village-level animal epidemic prevention networks took shape. A total of 34,616 township livestock veterinary stations were set up and staff members of village-level epidemic prevention teams reached 645,000.
2) The building of a veterinarian team made progress. The development of a new veterinary sector with veterinary officers and certified veterinarians as the main body was carried forward in a steady manner.
The first nationwide qualification test for certified veterinarians was held in 2010, attracting more than 74,000 participants. Some 9,743 people passed the test and became certified veterinarians. Another 13,662 people became assistant certified veterinarians. The test was organized in a strict and orderly manner and was a success.
The National Training Program for Veterinary Officers 2010-2014 was drawn up and released. The document defined the objectives, syllabus and mode of training as well as safeguard measures. Training for teachers of veterinary officers was carried out across the country. In 2010, four training courses were offered for nearly 600 teachers.
