1.Agricultural machinery purchase subsidy policy In 2016, the central finance arranged 23.75 billion yuan as agricultural machinery purchase subsidy, which was the same level from the year before. Following related regulations of MoA and Ministry of Finance, each region actively pushed forward “reducing scope, controlling quota, promoting opening”, vigorously enhanced green and ecological orientation, enhanced innovation practice, reinforced comprehensive implementation of policies, the whole year's work was highly efficient, standardized, smooth and orderly, regular and stable implementation made a solid pace, implementation progress obviously increased compared with before, supporting 2.46 million farmers in purchasing 2.83 million (or sets) agricultural machinery; Promoted the stable increase in total volume of national agricultural machinery and continuous structural improvement; promoted the increase of national crop planting and harvesting comprehensive mechanization rate by 1.4 percentage points, reaching 65.2 percent.
The subsidy implementation work received “high policy realization” the highest-level evaluation in third-party performance evaluation organized by the Ministry of Finance. Carried out works mainly including:
1)Focused on key points, and pushed forward unlimited subsidy. Centering on lifting the effective supply of machinery of production urgent need and green environmental protection, the MoA guided each region to intensify support efforts in grain, cotton, oil, sugar, fodder grass and other staple crops production machinery and green environmentally friendly machinery, strive to offer subsidy to meet needs, with no limitation. Among the 38 implemented provinces and units, 13 realized unlimited subsidy for all the products, and others also made unlimited subsidy arrangement for key products.
2)Paid attention to innovation, and enriched policy function. Enhanced the function of subsidy policy in supporting the transfer and application of agricultural machinery science and technology achievements, launched subsidy pilot projects for agricultural machinery new products in Zhejiang, Fujian and Hunan provinces, and co-agreed Shandong Province to launch subsidy pilot project on bee-keeping equipment.
3)Highlighted openness, and reinforced supervision efforts. Focused on safeguarding a good implementation order of subsidy policies, promoted comprehensively subsidy information disclosure in provinces, cities and counties, and enhance social supervision. Focused on reinforcing the concentrated information disclosure of county-level subsidy-benefited farmers, and the real-time disclosure of the use progress of county-level subsidy. Innovated supervision and inspection, organized 47 experts, carried out random spot-checks at key period on key works, and timely urged each region to rectify discovered problems. Harshly punished illegal behaviors, organized the development and online operation of illegal processing and blacklist database, conducted centralized registration of 384 illegal investigated and punished information of each province, 72 blacklist information of subsidy product management, with the inter-provincial linkage mechanism on illegal behavior investigation and punishment initially established, which made it truly difficult for breach illegal enterprises to go around.
4)Centering on delegating power, regulating, and providing service, optimized organizational management. Promoted synchronized efforts in delegating powers to local administrative units and lifting each province's management and service level. Enhanced extended performance management, ensured the implementation of major decisions and deployment by MoA and Ministry of Finance, and gave recognition for 10 excellent performance management provinces of the year 2015 including Anhui. Enhanced the service capacity and quality of provincial-level subsidy work team, held seven conferences and trainings on performance management, supervision and inspection, information disclosure and illegal behavior management, and trained a total of more than 500 people.
2.Deep scarification subsidy Launching agricultural machinery deep scarification and soil preparation is an important measure to improve the quality of arable land, enhancing grain comprehensive production capacity, and promoting agricultural sustainable development. To implement the goal and task of adding deep scarification land area by 150 million mu (10 million hectares) in the 2016 government work report, the MoA attached great importance to the work, with multiple measures at the same time, vigorously promoted the subsidy work of deep scarification operation, implemented over 2 billion yuan relevant subsidy fund in 2016, subsidized an area of some 4.933 3 million hectares, which fully motivated the enthusiasm of each party. 1)Reinforced administrative promotion.
