1. Policy backgrounder and main content In 2013, the country government has emphasized to continue and advance the rural basic operation system, legally implement and protect farmers' land contract rights, build sound markets for land contract rights' transfer, and develop all kinds of appropriately sized agricultural operations. In 2013, the No.l document of the central government has pointed out that efforts should be made to speed up the research on how to keep the current land contract relations stable, and thus improve relative legal system. It has also been required to advance the rural land contract registration, and the property protection of rural land and forests and other land contract. Five years are needed to finish the verification and registration of rural land contract, so as to properly settle the issues such as inaccuracy of contract land acreage.

2. Policy implementation and effects evaluation Agricultural departments of all levels have seriously implemented the legal policies of the rural land contract, so as to practically advance the land contract service, implement and safeguard the farmers' land contract rights according to laws, secure the overall stability of land contract relations and healthy and orderly transfer of land contract rights, and promote the development of modern agriculture, farmers' income and rural social stability. Till the end of 2013, the country has seen 222 million land contracts of families, and 207 million rural land contract registrations issued. All in all, currently the rural land contract relations have been stable, and the land transfer healthy and orderly.

3. Stably promoting verification and registration pilot of rural land contract management According to the central government's requirements, the ministry has worked with other departments to expand pilot coverage, identifying 105 counties of 29 provinces as pilot areas for national rural land contract registration. All the provinces have also set 469 counties to expand the pilot, and provinces of Shandong and Sichuan has promoted the pilot project to the whole provinces. These regions have during the pilot stuck to the basic principles of keeping stability, legal regulation, tailored measures, democratic consultation, and level-accountable system, which have promoted the successful development of the pilot and received the welcome and support of farmers. The pilot's aim is to clarify the basic procedure of verification and registration, the relative policy problems and solutions, the technical issues such as the inaccuracy of contracted land acreage, and the work load and provision of verification and registration, so as to set a firm foundation for the comprehensive implementation of the verification and registration of the land contract.
