In China, agricultural modernization could be considered a foundation of national modernization. To modernize agriculture and rural areas, the Chinese government has attached great importance to the development of agricultural informatization and e-commerce. Through ICT, agricultural informatization aims to transform agriculture, accelerate supply-side structural reform in agriculture, and improve market access, resource use efficiency, and resource allocation. With these aims in mind, the Chinese government has in recent years formulated and issued a series of policy, planning and guidance opinions which promoted the application of ICT in agriculture and facilitated the integrated development of information technology in agriculture and rural areas. These initiatives are first outlined in Figure 1 below and further described in Tables 1 and 2 as follows.
At the same time, the Chinese government has placed an emphasis on the link between e-commerce and poverty reduction, especially in rural areas. A series of policies and strategies have been elaborated to support and facilitate the commercialization of agricultural products through e-commerce in rural areas, opening the market access for smallholder farmers and therefore improving their livelihood. These policies and strategies include vertical and horizontal coordination among authorities and ministries as well as training for officials and local producers.
